It's likely the scheme will be fully introduced at the beginning of 2026.
At that point, we’ll ask whether you want to proceed with a licence based on the details submitted in your application form. You’ll be given sufficient notice before any payment is needed.
If you decide to not go ahead, you must stop your activity as you won’t have a licence.
We'll delete your personal information in accordance with UK General Data Protection Regulation (GDPR) if you choose not to proceed. You'll need to reapply if you decide to run paid for activities in parks at a later date.
This form is for new licence applications only.
Licences are issued to businesses. Only the named operators approved in your application and listed on your licence will be allowed to operate.
Your licence will list the specific parks or green spaces where you’re allowed to operate.

Outdoor activities on Clifton and Durdham Downs
Clifton and Durdham Downs are governed by the Downs Act and controlled by the Downs Committee. As a result, the charging structure and fees for business activities are being considered separately from other parks and green spaces.
We're not currently accepting applications for Clifton and Durdham Downs. More details will be announced soon.
